Cboe Clear U.S. files amended application for temporary registration as a clearing agency. Published in the Federal Register on 24 July, the amended Section 17A filing would let Cboe Clear U.S. act as central counterparty for Cboe's planned "Binary KPI Options" — cash-settled binary options referencing corporate KPIs drawn from issuers' 10-K/10-Q/8-K filings. It's new clearing infrastructure rather than a change to existing equity trading rules, but structurally notable if the SEC grants the registration. Federal Register notice

Cboe Exchange files fees for its new complex-instruments market data feed. A rule change published in the Federal Register on 27 July (filed 15 July) establishes fees for the "Exchange Designated Complex Instruments" (EDCI) feed, a filtered subset of Cboe's existing Complex Order Book data feed covering instruments such as XSP vertical spreads, box spreads and jelly rolls. No update this weekend on the pending 24X National Exchange overnight-trading SIP exemption or the Reg NMS Rule 610(e)/611 rescission proposal (comment period runs to 17 August) — both remain open, not new.
