SEC proposes expanding securities eligible for cross-trading between affiliated funds. On 9 October the SEC proposed amendments to Rule 17a-7 under the Investment Company Act, which exempts cross trades between a registered fund and its affiliates from the Act's general prohibition on affiliated transactions. The proposal would restore the ability to cross-trade most fixed-income securities — effectively foreclosed since the 2020 fund valuation rule — replace the rule's prescriptive pricing conditions with two defined pricing methods, move routine oversight of cross trades from fund boards to chief compliance officers, and add aggregated cross-trading disclosure on Forms N-PORT and N-MFP. It matters structurally because it shifts volume away from open-market execution for a large share of registered-fund trading; the comment period runs 60 days from Federal Register publication. SEC press release
No other material SEC rulemaking, SRO rule filings (NYSE, Nasdaq, Cboe), FINRA notices, or CFTC equity-adjacent action found in this window. Checked: the Federal Register's SEC, CFTC and Federal Reserve document feeds for 9–12 October (direct queries to federalregister.gov were blocked by this session's network policy, so coverage relied on SEC/CFTC/Fed press rooms, FINRA's notices page, exchange rule-filing trackers, and law-firm dockets as a backstop — a narrower check than usual; treat this as a partial rather than a clean negative); FINRA's notices page (latest is Regulatory Notice 26-15 on best-execution modernization, comment period closed 25 September, unchanged); and NYSE/Nasdaq/Cboe rule-filing trackers (latest dated items are from August, nothing new this window). Two items flagged in prior editions remain open with no new action: the SEC's Rule 501(a)(10) professional-credential accredited-investor proposal (comment period open) and Cboe's anti-disruptive-trading filing SR-CBOE-2026-008, still suspended with proceedings instituted and no SEC order yet.
Canada
No material new items from CSA/OSC, CIRO, TSX, CDCC, or the Bank of Canada in this window. Checked CIRO's bulletin index, TSX's trading-notices and rule-review pages, and the Bank of Canada's FMI-oversight pages — nothing dated to the weekend or Monday morning. CIRO's Incorporated Approved Person compensation-disclosure proposal (comments due 6 Nov) and its republished account-transfer/bulk-movement proposal (comments due 21 Oct) remain open, unchanged.
Latin America
No material new items from Brazil (CVM/B3/BCB), Mexico (CNBV/BIVA-BMV/Banxico), Chile (CMF/BCCh), or Argentina (CNV/BCRA) in this window. Checked by document type in Portuguese and Spanish — B3 "Comunicado Externo"/"Ofício Circular" (latest substantive circular remains Ofício Circular 039/2026-VNC of 25 June on access-manual risk/financial requirements; the only October item found was a routine board-meeting minute, not a circular), CVM "Edital"/"Resolução CVM" (latest remains Resolução CVM 246 of 31 July, administrative), "Resolução BCB" (no new number found past 597 of 30 September; Resolução BCB 575, on foreign-currency accounts for companies, took effect 1 October but was published in June and is not an equity-market rule), "Comunicación A" BCRA (latest remains no. 8486 of 1 October, unrelated administrative matters), CNV Argentina "Resolución General" (no number found past RG 1164/2026 of 4 September), Banxico "Circular" (latest substantive item remains Circular 8/2026 on government-securities auctions, published June, in force since August — no new circular found), and CMF Chile "Norma de Carácter General" (latest remains NCG 574 of 24 August).
