CFTC issues dual rulemaking drawing the line between sports betting and event-contract swaps. Published 19 October: an interim final rule codifying that casino-style gambling products — wagers placed with state- or tribal-licensed sportsbooks and casinos — are excluded from the Commodity Exchange Act's "swap" definition, effective on publication with comments due within 30 days; and a companion proposed rule that would explicitly bring event contracts referencing sports, politics, culture and weather — the Kalshi/Polymarket-style prediction-market products — inside the swap definition and CFTC jurisdiction. The pairing responds directly to conflicting Sixth and Ninth Circuit rulings on whether sports event contracts are swaps, with a related Supreme Court petition (Flaherty v. KalshiEX) still pending; practitioners flag a risk of immediate APA litigation if the interim rule is read as tacit authorization for sports-outcome contracts. Interim final rule · Proposed rule

No update on the Banxico securities-lending circular reported in the prior edition: the primary Diario Oficial/Banxico circular text still could not be located directly (Banxico's own circular portal redirects to an archived mirror that did not return the document on this check), so it remains sourced only to the 13 October secondary report — collateral requirements, an LEI identifier mandate, and updated settlement rules for securities lending, taking effect 90 days after publication with LEI compliance due 8 July 2027. Checked and quiet otherwise: B3's circular numbering (no "Comunicado Externo" or "Ofício Circular" found dated in this window; the most recent located, 039/041-2026-VNC, predate it) and CVM's Portuguese newsroom; BCRA's "Comunicación A" series (no October entry found; "A" 8486 of 1 October predates this window); CNV Argentina ("Resolución General") and CMF Chile ("Norma de Carácter General", latest remains NCG 574 of 24 August) show nothing new.
