FINRA moves its options rules off OCC-only language, clearing the way for non-OCC-cleared options. Rule filing SR-FINRA-2026-022 amends Rules 2220, 2351, 2357, 2360 and 4210 to add a new "Registered Clearing Agency" term and replace OCC-specific references throughout, so FINRA's suitability, margin and sales-practice rules for binary options and metrics-based options apply regardless of which SEC-registered clearing agency clears them — the regulatory follow-through on this week's exemptive relief letting Cboe Clear U.S. clear such contracts. Effective immediately on filing. Federal Register filing

MX2 becomes the latest venue to extend clearly-erroneous-execution review to overnight hours. MX2 LLC filed to amend its Rule 11.15 so LULD-based clearly-erroneous review covers trades executed within the new Overnight Price Bands (9pm–4am ET), matching yesterday's MEMX filing and an earlier LTSE filing — part of the exchange-by-exchange rollout ahead of industry-wide 24-hour trading's 6 December start. IEX also filed to adjust how its Discretionary Peg order types behave during periods of quote instability or quote imbalance; otherwise the day's Federal Register docket was fee-schedule and clearing-plan housekeeping, and the CFTC and Federal Reserve's rulemaking channels carried nothing market-structure-relevant.

Canada

Nothing new from CIRO, the CSA, the TSX or the CDCC this window. The Bank of Canada's only market-facing move was a change to which government-securities dealers can access certain operations — a debt-market, not equity-market, matter, so it sits outside this desk.

Latin America

A quiet window across Brazil, Mexico, Argentina and Chile: nothing new surfaced from the CVM, B3, Banxico, the CNBV, the CNV or Chile's CMF.
