Cboe's three options exchanges launch a new paid trade-by-trade market-data product. Rule filings for EDGX, BZX and C2 (effective on filing, 6 November) create an end-of-day, T+1 historical report giving every trade's timestamp, contract, size, price and prevailing NBBO/exchange-BBO context, priced at $6,000/month by subscription or $4,000/month ad hoc and open to non-members as well as members. Federal Register filing (EDGX)

NSCC brings authorized participants formally into its ETF create/redeem reasonability checks. SR-NSCC-2026-012 (Release No. 34-106784, published 4 November) extends NSCC's automated reasonability-check process — previously aimed at Index Receipt Agents and ETF Agents — to cover authorized participants directly, requires both to subscribe to NSCC's pended-transaction notification channel and name authorized approvers, and clarifies confirmation timing. A clearing-ops change that matters to anyone running ETF creation/redemption baskets through NSCC. Federal Register notice

FINRA exempts qualifying collective trust funds from the new-issue rules. Regulatory Notice 26-23 (effective 5 November) adds a new exemption to Rules 5130 and 5131 letting collective trust funds with 1,000 or more accounts participate in IPO allocations on the same footing as registered funds and common trust funds — a modest widening of who can hold new-issue shares. FINRA notice

Beyond those three, nothing else of structural weight surfaced from the SEC, FINRA, CFTC or the Federal Reserve this window — the rest of the Federal Register haul was routine SRO housekeeping (Nasdaq/Nasdaq Texas/PHLX deleting obsolete order-entry-protocol references, further Cboe timestamping-service and missed-liquidity-report tweaks, an ISE strike-interval filing) and four Fed bank-holding-company notices unrelated to market rules.

Canada

A quiet window for Canadian market structure: nothing retrieved from the TSX or CDCC, and CIRO, the CSA and the Bank of Canada's market-infrastructure side stayed quiet.

Latin America

Nothing material out of CVM/B3, Banxico, Chile's CMF or Argentina's CNV/BCRA this window — no new Comúnicado Externo, Resolução/Edital, Circular or Resolución General touching trading, listing or settlement rules.
