RBI sharply narrows banks' room to dip below the cash reserve requirement intraday. A 9 October circular under Section 42(1) of the RBI Act raises the daily minimum CRR maintenance floor for scheduled banks from 90% to 99% of the requirement, effective the fortnight beginning 16 October 2026. Banks could previously run their cash reserves as low as 90% on any given day provided the fortnightly average met the prescribed rate; that cushion is now almost eliminated, tightening day-to-day liquidity management for treasuries. RBI tightens rules on cancelled INR FX derivatives and adds a Foreign Exchange Risk Reserve requirement. Two A.P. (DIR Series) circulars issued 10 October amend the 2016 Master Direction on Risk Management and Inter-Bank Dealings. Circular No. 25 bars Authorised Dealers from letting users rebook any INR foreign exchange derivative contract (deliverable or non-deliverable) once it has been cancelled, though rollovers on maturity remain permitted. Circular No. 26 requires Authorised Dealers to hold a Foreign Exchange Risk Reserve — cash deposited daily with the RBI equal to 20% of the notional amount — for INR derivative contracts above US$2 million used by a client to hedge current-account purchases of foreign currency; splitting a trade across dealers to dodge the threshold is treated as a violation. China: The CSRC published for comment on 9 October its first systematic revision in over a decade of the Measures for the Operation and Management of Publicly Offered Securities Investment Funds (CSRC Order No. 104), alongside two supporting rules. The draft lowers the minimum size to launch an equity fund or FOF to RMB 50 million (from RMB 200 million), raises the cap on a non-FOF fund investing in other funds to 30% of assets, eases takeover-disclosure triggers for passive index funds, and sets a one-year transition period for existing fund contracts. CSRC consultation notice

Thailand — SEC: The SEC finalised a package of 11 notifications on 8 October establishing Thailand's first framework for locally listed, exchange-traded crypto-asset funds, limited initially to Bitcoin and Ether, effective 16 October. Funds must track a single asset with at least 80% of NAV in the underlying asset, use an SEC-licensed digital-asset custodian, trade exclusively on the SET, and cannot be margin-financed; foreign crypto-ETF-linked depositary receipts are not yet permitted. Checked and quiet for South Korea (FSC/FSS, KRX, BoK), Taiwan (FSC, TWSE/TPEx, CBC), Indonesia (OJK, IDX, BI), Malaysia (SC, Bursa, BNM) and the Philippines (SEC, PSE, BSP) this window — no new rule-making surfaced. (Korea's industry-wide bank security review ordered by the FSC in early October, reported previously, remains a supervisory exercise with no formal circular text yet issued.)
