FCA's non-financial-misconduct conduct rules take effect today. Policy Statement PS25/23, published 12 December 2025, comes into force 1 September 2026: it amends the Code of Conduct (COCON) sourcebook to make clear that serious non-financial misconduct — bullying, harassment, violence — can breach the Conduct Rules and inform fitness-and-propriety assessments, and extends COCON's scope beyond banks to roughly 37,000 additional SM&CR firms.
