ESMA flags unauthorised prediction-market platforms and tokenised-equity growth in its latest Risk Monitor. The 10 September Risk Monitoring Report (TRV Risk Monitor No. 2/2026) states that marketing event/prediction contracts in the EU generally requires authorisation and names Polymarket and Kalshi as large platforms that currently lack it, alongside pseudonymous-trading and wash-trading detection concerns; it also notes tokenised-equity value has grown from roughly €0.3bn to €1.9bn over 18 months, still negligible against total EU market cap but flagged as an infrastructure trend to watch. It is a supervisory assessment rather than a new rule, but it signals a live authorisation-gap question for venues operating in the bloc. ESMA press release
