Gulf

Oman FSA brings new Executive Regulation of the Securities Law into force. The Financial Services Authority's implementing regulation for the 2022 Securities Law (Royal Decree 46/2022) took effect the day after its 26 July Official Gazette publication. It covers capital market institutions, licensed operating entities, credit rating companies and collective investment funds, brings investment banking into the licensed-activities regime, sets minimum capital requirements and revises market fees. Existing capital market institutions have six months to regularise status; banks conducting securities activities have up to three years to spin these off into a separately licensed entity. No other material new items from Saudi CMA/Tadawul, the UAE (CMA, DFSA/DIFC, FSRA/ADGM, DFM, ADX), Qatar's QFMA/QSE, Kuwait's CMA/Boursa Kuwait or Bahrain in this window. ADX's removal of daily price limits on ETFs and futures remains on track for 3 August; no go-live confirmation yet. DFSA's Consultation Paper 173 on the DIFC funds regime remains open for comment to 7 September.

Israel

No material new items from the ISA or TASE in this window. Correction to our tracker: TASE's corporate-bond-index liquidity criteria reform does not take effect today — per TASE's own release the record date for meeting the new liquidity criteria is 10 August 2026, with the reform itself effective 27 August 2026.

Africa

No material new items from South Africa's FSCA/JSE, Egypt's FRA/EGX, Nigeria's SEC/NGX, Kenya's CMA/NSE or Morocco's AMMC in this window; the FRA's IPO-readiness programme for state-owned issuers, launched 26 July, remains the region's most recent development.
