Saudi CMA consults on richer management-discussion disclosure in listed companies' annual board reports. Published 21 October, the draft consolidates existing financial/operational performance disclosure rules into a new "Discussion and Analysis of Financial and Operational Performance and Financial Position" section of the Board's Report, requiring listed issuers to cover results of operations and liquidity, reasons for material changes, forward-looking trends, uncertainties and factors, and year-on-year KPI comparisons (profitability margins, return on capital, growth and efficiency measures where material). Mandatory for Main Market issuers from their first Board's Report after the rule is approved; phased in for Parallel Market issuers. Comments open until 20 November via the Istitlaa platform. No other new items. Checked individually: the rest of the Saudi CMA's 21 October slate (a company capital-reduction approval and a single-firm asset-management licence — company-specific, not rule changes); Tadawul's market-news channel; DFSA's news page (a prudential-return filing-deadline extension from 30 Sept to 15 Oct is administrative, not a rule); ADGM's announcements; UAE CMA's media centre (still broken/empty); and QFMA, Kuwait CMA/Boursa Kuwait, SAMA and CBUAE via targeted dated search — no new circulars or notices found.
Israel
No material items in the window. Checked individually: the ISA (its live 2026 drafts remain the one-off advice/alternative-assets directive, closed 13 Oct with no finalisation, and the unfinalised August past-performance-publication draft); the Bank of Israel's Banking Supervision Department (nothing past the already-finalised small/new-banks directive); TASE; and the Herzog Law and Lexology trackers (nothing dated October).
Africa
No material items in the window. Checked individually: JSE/JSE Clear and the Government Gazette (nothing past the already-known July notice on JSE Equity Rule amendments); the FSCA; the SARB's exchange-control channel; Egypt's FRA/EGX and CBE; Nigeria's SEC/NGX and CBN; Kenya's CMA/NSE and CBK (the National Payment System Bill consultation, closed 9 Oct, still has no Cabinet action); and Morocco's AMMC/Bank Al-Maghrib (its only dated October item is a regulator-outreach seminar in Rabat, not a rule). Mondaq and Lexology sweeps for South Africa and Israel turned up nothing newer either.
