Gulf

Saudi CMA's algorithmic-trading order limits take effect. From 1 November, Capital Market Institutions running algorithmic strategies on the Main Market (outside "Very High Liquidity" stocks) must keep each registered trader's order-to-trade ratio at or below 20:1 per security, test systems before deployment, retain records and be able to halt algorithms on request; firms have until 31 December to come into full compliance. CMA notice

Nothing further from the CMA/Tadawul, the UAE's DFSA/ADGM, Qatar's QFMA/QSE or Kuwait's CMA/Boursa Kuwait. SAMA, CBUAE and QCB stayed quiet too.

Israel

Nothing material from the ISA or the Bank of Israel's Banking Supervision Department this window.

Africa

South Africa's FSCA, JSE and SARB produced nothing new, and Egypt, Nigeria, Kenya and Morocco's regulators and central banks stayed quiet on the rulemaking front.
