ASX's Listing Rule 7.2/7.3B scrip-cap amendments remain unconfirmed a day after their target start date. The amended rules — narrowing Exceptions 6 and 7 so an S&P/ASX 300 bidder issuing 25% or more of its capital as scrip in a takeover or scheme needs shareholder approval, with new Listing Rule 7.3B letting an entity pre-approve a higher threshold — were targeted to commence Wednesday 21 October "subject to completion of the statutory process." ASX's consultations-and-submissions page still shows only its 18 September response paper, which states ASX "will release a Market Notice to confirm" completion; no such notice has appeared, and law-firm commentary (GT Law, Clayton Utz, MinterEllison, Mallesons) repeats the same 21 October target with no confirmation. The status is neither in force nor withdrawn — just unconfirmed; worth another recheck tomorrow. ASX consultations and submissions

No other new rulemaking since 21 October. Checked individually: ASIC's newsroom (confirmed empty JavaScript shell again — a failed check, not a quiet day; search found nothing newer than the CS 63 consultation, open to 5 Nov); the RBA's media-releases page (only a 14 Oct Chief Risk Officer appointment, not in scope, beyond the already-reported 1 Oct Financial Stability Review); TMX Australia Exchange (no new market notice since its August rebrand); and Treasury's consultation listings (the only October item is a climate-disclosure consultation, out of scope).

New Zealand

No new rulemaking since 21 October. Checked individually: NZX's rules/guidance channel, which again states explicitly there are no upcoming Rule or Guidance changes; the FMA's consultation listing (direct fetch 403'd; search confirms the custody-of-client-assets review remains unchanged since its 27 July submission deadline); and the RBNZ's consultations site (503'd directly; search confirms the DTA capital-standard risk-weight proposal and retail-payment-system issues paper are unchanged). The RBNZ's 28 October decision is a monetary-policy (OCR) event and stays out of scope regardless of outcome.
