Atomic Eagle and Niger formally execute the Madaouela mining convention, clearing a legal overhang and reviving a stalled Athabasca-scale African deposit. At a signing ceremony in Niamey on 23 September, Niger's mines minister and Atomic Eagle formally executed the Mining Convention covering Madaouela (116.5 million lb U3O8, foreign estimate), which had been expropriated from prior holder GoviEx in 2024. The deal gives Atomic Eagle's Nigerien subsidiary MAMICO the exploitation permit with Atomic Eagle holding 60% and the state 40%, triggers a US$5m payment due within 30 days, and starts the process of discontinuing the ICSID arbitration that had hung over the project; it lands a week after Washington's DFC approved up to $414m in debt financing for rival developer Global Atomic's nearby Dasa project, underscoring renewed international appetite for Nigerien uranium under the junta's reset terms. TRISO-X tops out the shell of its Oak Ridge fuel plant, moving X-energy's HALEU-based fuel supply from concrete to equipment. X-energy subsidiary TRISO-X said it has completed vertical construction of the 214,000-sq-ft TX-1 building in Oak Ridge, Tennessee, finishing the core-and-shell phase and clearing the way for interior fit-out, utility installation and fuel-fabrication equipment. Once operating, TX-1 is designed to produce about 700,000 TRISO-X fuel pebbles a year — roughly five tonnes of uranium, enough to fuel up to 11 Xe-100 reactors — making it a bellwether for whether US HALEU fuel-fabrication capacity arrives on the timeline SMR developers are counting on. Nuclear energy — reactors, industry & demand
Ontario signs roughly C$3bn of contracts as site work begins on the Pickering refurbishment, the largest life-extension project in Canadian nuclear history. Aecon's joint ventures with AtkinsRéalis and Siemens Energy Canada were awarded a combined ~C$3bn (~US$2.1bn) across the retube/feeder/boiler-replacement and turbine-generator-replacement scopes for Pickering's four CANDU units, as Units 5–8 prepare to come off line by end-September ahead of refurbishment work starting in January 2027, subject to final regulatory approval. Ontario Power Generation says the project will extend the units' operating lives by as much as 38 years — a large, multi-year bet on CANDU life extension rather than new-build to hold Ontario's baseload nuclear share. The Chatter
Kim Heller (Pretoria News/IOL): writing on the DFC's Dasa financing and the wider run of Western uranium deals in Niger, Heller argues that decolonisation shouldn't be measured by counting foreign soldiers or contracts signed, but by who actually sets the terms of extraction, who captures the value, and whether it converts into sovereign development — a pointed caution against reading renewed Western financing in Niger's uranium patch as an unambiguous win for Nigerien sovereignty. Her framing, not this desk's. Post
