Upstream — mining & supply

Kazatomprom's absentee ballot on the China and Russia supply contracts closed, but the count hasn't been published yet. Voting on the two major transactions flagged in Monday's edition — a spot/term U3O8 deal with China's SNURDC and a separate supply contract with Rosatom's Uranium One Group — closed October 6, with tallying due today; the meeting also covers an early end to Samruk-Kazyna director Yelzhas Otynshiyev's board term. No voting-results notice had appeared on Kazatomprom's own site or its London RNS feed as this edition was researched, so the outcome stays open; a 2024 precedent (comparable China-contract votes passed with 90%+ approval) is not a result. Nuclear energy — reactors, industry & demand

DOE offers Vistra a $4.2bn conditional loan to uprate three Ohio and Pennsylvania reactors. The Energy Department's Office of Energy Dominance Financing said it would finance uprates and modernisation at Vistra's Beaver Valley (Pennsylvania), Davis-Besse and Perry (Ohio) plants, adding a combined 433 MW of capacity while preserving close to 4 GW of existing baseload output; the commitment also carries an option to finance future uprates at Vistra's Comanche Peak plant in Texas. Energy Secretary Chris Wright announced the conditional commitment at the Perry plant, with the department citing roughly 3,000 temporary construction and engineering jobs; the loan still requires Vistra to clear legal, technical and environmental review before it closes. Deployable Energy will run its Unity microreactor through a full-power test at Idaho National Laboratory's DOME facility in 2027. DOE's National Reactor Innovation Center selected the Houston-based company's helium-cooled, transportable 1 MWe design for the test, which will check system performance, controls and safety procedures at higher power than July's zero-power criticality demonstration; Deployable Energy becomes the second company, after Radiant, to test hardware inside DOME, which opened in April as the first US testbed built to host fuelled microreactor experiments. The Chatter

A check of X, Substack and fund/analyst notes (Trader Ferg, The Oregon Group, Uranium Insider's public posts, Sprott, FNArena's Uranium Week) turned up nothing freshly argued and dated to this window beyond routine restatement of the Vistra loan and the still-open Kazatomprom vote covered above — so no items today rather than recycling that coverage as third-party opinion.
