Cboe EDGX adds an options-listing framework for multi-asset crypto trusts and generic ETF options. SR-CboeEDGX-2026-067, filed 6 October and published in the Federal Register 22 October, amends Rules 19.3/19.4 to let EDGX list options on commodity-based trusts holding multiple crypto assets (each underlying asset needs $700M+ average daily market value over the prior 12 months and a derivatives market with a comprehensive surveillance-sharing agreement with the exchange), plus generic listing standards for options on any ETF meeting Investment Company Act Rule 6c-11 — mirroring a framework the SEC approved for Cboe Options in April. Effective on filing; comments due 12 November. Federal Register notice
Also filed: Cboe Exchange amended its options legging and risk-control rules (Rule 5.33(g)/5.34) to let complex orders leg into the Simple Book and risk limits aggregate across matching-engine "groups," ahead of the planned Weekly A.M.-settled SPX options sharing SPX's matching engine (notice); and LTSE formalised its existing dual-listing requirement in new Rule 14.210 (notice).
Checked via the Federal Register API, SEC newsroom, FINRA notices and the Fed/CFTC press rooms, and otherwise unchanged since 21 October: NYSE's gift-rule harmonisation and MIAX's two non-substantive rule corrections (excluded as non-structural); no new FINRA notice since 26-19; nothing newer from the SEC than its 20 October cooperation announcements; the Federal Register's only new Federal Reserve System items are routine bank-holding-company filings (the Reg O overhaul and GENIUS Act consultation remain pending); and the CFTC's one 21 October release was a forex-fraud enforcement order, not rulemaking (its event-contract/swap-definition proposal remains pending from 9 October).
Canada
No material developments in the window. Checked: CIRO's account-transfer/bulk-movement proposal (comment period closed 21 Oct, no new bulletin issued yet), its rule-consolidation and dual-registration consultations, the CSA's NI 26-101 IT-system-integrity proposal, TSX's proposed-and-recent-changes page, and the Bank of Canada's FMI channels — nothing new since the prior edition; the Bank of Canada's most recent FMI item remains its March annual oversight report.
Latin America
No material developments confirmed in the window. Checked by document type in Portuguese and Spanish: CVM's Portuguese newsroom (fetched directly — 21–22 Oct entries are enforcement actions and a system-outage notice, no new Resolução or Edital); B3's Comunicado Externo/Ofício Circular channel; CMF Chile's Norma de Carácter General listings (latest remains NCG 574, 24 Aug); CNV Argentina's Resolución General listings (latest is RG 1172/2026 of 14 Oct, updating virtual-asset-service-provider reporting — dated outside this 24h window); and Banxico's Circular and the BCRA's Comunicación A listings — nothing dated 21–22 October found.
