Texas Stock Exchange files its first listing fee schedule. SR-TXSE-2026 adds initial and annual corporate-listing fees ahead of TXSE's launch: a $325,000 one-time entry fee (matching Nasdaq/NYSE primary listings; $80,000 flat for SPACs), a $25,000 application fee creditable against entry, and annual fees of the greater of a minimum ($70,000 common/primary preferred, $15,000 other classes) or $0.00125/share outstanding, capped at $250,000; dual listings pay a flat $600,000/year. Took effect on filing; comments due 13 November. Federal Register notice
NYSE proposes a substantive rewrite of Rule 7.10 (Clearly Erroneous Executions). The filing nullifies trades executed during a halt/pause or outside correct LULD bands without the usual percentage thresholds, extends clearly-erroneous review to cases where LULD bands are missing or erroneous, raises the multi-stock-event trigger from 20 to 50 securities in five minutes, moves review deadlines to 8:30am ET the next trading day to reflect T+1, shrinks the CEE Panel from 10 to 5 member representatives, and adds formal cross-market coordination language. Requires SEC approval before taking effect. Federal Register notice
OCC tightens cybersecurity obligations for Clearing Members. SR-OCC-2026-010 shortens the notification window for a "Clearing Member System Event" to two hours, removes members' discretion to judge materiality before reporting, adds a "Major" event tier requiring two Designated Officers to declare and the Board Chairman to be notified, and expands OCC's authority to disconnect members, require password resets, and demand a third-party cybersecurity report before reconnection. Subject to SEC review; comments due 13 November. Federal Register notice
Checked via the Federal Register API (SEC, CFTC, Federal Reserve System agency feeds, 22–23 Oct), the SEC newsroom and FINRA notices. Nothing else structural: NYSE's separate filing restoring former Rule 123D as "Reserved" is explicitly non-substantive (housekeeping after August's trading-halt rule migration); the SEC's only new release was its routine FY2027 exam-priorities announcement; the CFTC's two items were OMB information-collection notices; the Fed's four new items were routine bank-holding-company filings; and FINRA's most recent notice remains 26-19 (23 Oct, Corporate Financing Rule amendments) from the prior edition, with no new notice since.
Canada
No material developments confirmed in the window. Checked: TSX's proposed-and-recent-changes page (unreachable — 404, treated as a failed check rather than quiet), CIRO's rule bulletins (its one open item, an Incorporated Approved Person compensation proposal with comments due 6 November, was already open before this window), the CSA newswire feed, and the Bank of Canada's press releases and market notices (nothing new since its 29 September OSFI liquidity-facility statement; no FMI or settlement-rule item in the 22–23 Oct window). cdcc.ca's news page also 404'd.
Latin America
No material developments confirmed in the window. Checked by document type in Portuguese and Spanish: CVM's Portuguese newsroom (fetched directly — the 20–23 Oct items are enforcement decisions, an IOSCO conference and a SEI system-outage notice, no new Resolução or Edital; the most recent substantive item, Resolução 249 on a DLT pilot programme, is dated 14 Oct, outside this window); B3's Comércio Externo/Ofício Circular channel (nothing found newer than June); Banxico's Circular listings (most recent market-relevant circular remains the June/August government-securities auction tool); and the BCRA's Comunicación A listings (most recent found is A 8486 of 1 October, on financial-entity expansion rules — outside this window, nothing new since).
