SEC approves tighter OCC clearing-member eligibility and risk standards. SR-OCC-2026-009 revises OCC's Chapter II membership rules: it adds risk-mitigation requirements for existing Clearing Members that OCC assesses as carrying a heightened risk profile, and sets out explicit factors OCC may use to deny an applicant or suspend a member. The standard for staying (or becoming) a Clearing Member gets harder to meet, not easier. Federal Register order
FINRA extends existing options rules to binary options. Regulatory Notice 26-21 amends Rules 2220, 2360 and 4210 (plus conforming changes to 2351/2357) to explicitly cover binary options — including the new "binary metric options" some exchanges have proposed — and options cleared outside the OCC, adding defined terms and four new margin interpretations. Took effect 22 October; aimed at bringing binary products under the same investor-protection framework as standard listed options. Regulatory Notice 26-21
FINRA sets the effective date for its consolidated Outside Activities rule. Regulatory Notice 26-20 confirms new Rule 3290 (replacing Rules 3270 and 3280, approved by the SEC in September) takes effect 25 October 2027. It streamlines outside-activity notice and approval requirements for registered persons and narrows member firms' supervisory burden for unaffiliated investment-adviser activity. Regulatory Notice 26-20
Checked via the Federal Register API (SEC, CFTC and Federal Reserve System agency feeds, 23–26 Oct), the SEC newsroom and FINRA notices. Nothing else structural: a cluster of same-day exchange fee-schedule filings from MIAX Pearl, NYSE American, NYSE Arca and the Cboe equities/options venues are routine pricing housekeeping; parallel NYSE Texas and NYSE Arca filings amending Rules 7.18/7.35 on trading halts took effect immediately with no comment period and read as technical conforming changes rather than a market-structure shift; the CFTC had no new Federal Register items in the window; and the Fed's two new items were routine bank-holding-company notices, not rulemakings.
Canada
Nothing new from Canada's regulators or exchanges this window. CIRO's open items (the Incorporated Approved Person compensation proposal and the account-transfer modernization proposal, whose comment period closed 21 October) are unchanged since the prior edition; the CSA's new IT-system-integrity instrument for exchanges and clearing infrastructure (National Instrument 26-101) predates this window; and the Bank of Canada's FMI oversight channel has nothing dated since late September.
Latin America
A quiet window across the region. Checked by document type in Portuguese and Spanish: CVM's Portuguese newsroom (nothing past its 14 October DLT pilot resolution; the only items dated in-window are a conference appearance and a system-outage notice) and B3's circular channels (nothing found newer than its routine June/July ofícios); the BCRA's Comunicación A series (the latest, A 8486, is dated 1 October and already stale) and Argentina's CNV (its latest resolution, on virtual-asset service providers, is dated 14 October, outside this window); Banxico's circular listings (its most recent market-relevant change, to securities-lending collateral and settlement rules, also predates this window); and Chile's CMF (no Norma de Carácter General found past August).
