SEBI
SEBI has barred Zee Entertainment and promoters Subhash Chandra and Punit Goenka from the securities market over an undisclosed Hyderabad property pledge. In a 150-page final order dated 31 July (published 1 August), SEBI found Chandra — then non-executive chairman — signed off on pledging a Zee-owned Hyderabad property in December 2018 to secure ₹726 crore of loans for four Essel Group-linked entities, without board or audit-committee approval, and held that he and then-CEO Goenka employed "a deceptive device" in violation of the SEBI Act's anti-fraud provisions and the PFUTP Regulations, 2003. Chandra and Goenka are barred from the securities market for 12 months each and fined ₹60 lakh and ₹58 lakh respectively; ZEEL itself is barred for two months and fined ₹30 lakh, taking the combined penalty to ₹1.48 crore, payable within 45 days. The stock fell as much as 13% when the order became public; Zee says the ban does not affect its already shareholder-approved ₹2,300 crore capital raise. Business Standard

Rest of Asia — Developed Markets
Hong Kong: The SFC and CSRC jointly announced a package of measures on 3 August to deepen Hong Kong-Mainland market cooperation, covering continued support for Mainland-Hong Kong dual listings, closer index-provider cooperation on Chinese-asset indices, a wider range of RMB-denominated futures products in Hong Kong, and expanded mutual recognition of securities-industry professional qualifications. The announcement coincided with the launch of offshore RMB treasury bond futures trading on HKEX the same day. SFC joint announcement
Elsewhere, a quiet window: no material new regulatory or market-structure announcements from Japan (JFSA, JPX/TSE), Singapore (MAS, SGX RegCo), Australia (ASIC, ASX) or New Zealand (FMA, NZX) this window.
Rest of Asia — Emerging Markets
South Korea: documents the FSC gave a lawmaker show it skipped stress-testing single-stock leveraged ETFs before approving them, as regulators firm up emergency powers to force leverage cuts. Materials the FSC submitted on 3 August to the office of Rep. Park Seong-hoon (People Power Party) contained no shock-scenario analysis for Samsung Electronics or SK Hynix declines — only a 2024 academic report and trading-volume statistics — contradicting FSC Chairman Lee Bok-hyun's 29 July testimony to the National Assembly that risk verification had been done. Separately, the planned Capital Markets Act amendment giving regulators "emergency action authority" is now reported with specific parameters: a legal basis to cut the current 2x leverage cap to 1.5x, or as low as 1.1x, during periods of extreme volatility, without requiring beneficiary-meeting approval, modelled partly on Hong Kong's SFC framework. Elsewhere, a quiet window: no new circulars or structural rule changes from China (CSRC, SSE/SZSE, Stock Connect), Taiwan (FSC, TWSE/TPEx), Thailand (SEC, SET), Indonesia (OJK, IDX), Malaysia (SC, Bursa) or the Philippines (SEC, PSE) this window. The CSRC's review of quantitative and AI-driven trading oversight remains at the symposium stage, with no draft rule published yet.
