Rest of Asia — Emerging Markets
South Korea's market-structure safeguards for single-stock leveraged ETFs faced fresh scrutiny after the Korea Exchange triggered another sell-side sidecar on 6 August. KRX halted program sell orders for five minutes from 10:18am as KOSPI 200 futures fell more than 5% amid a semiconductor-led selloff — its 46th sidecar activation this year. Separately, a former Seoul city councillor filed a criminal complaint with the Supreme Prosecutors' Office against Financial Services Commission Chairman Lee Eog-won on 6 August, alleging he directed officials to skip stress-testing when single-stock leveraged ETFs tied to Samsung Electronics and SK Hynix were approved for listing in May; the FSC's draft Capital Markets Act amendment to let regulators temporarily cut leveraged-ETF ratios from 2x to as low as 1.1x in emergencies remains in preparation.
