The Philippines SEC dug in on its term-limit rule for PSE broker-directors after two veteran board members sued to void it. Eddie Gobing and Ma. Vivian Yuchengco filed a petition for certiorari and prohibition with the Court of Appeals on 5 August seeking to strike down SEC Memorandum Circular No. 17-2026, which caps broker-director tenure at a cumulative 10 years (with a one-year cooling-off period after an initial five-year term) and sets penalties of up to ₱1 million per broker per year plus a ₱30,000 monthly continuing penalty for non-compliance; the petitioners argue the SEC lacks statutory authority to impose term limits and that the rule breaches due process and equal protection. SEC Chairman Francis Lim defended the rule through the weekend, saying a board seat is "a privilege, not a vested right" and that the circular curbs board entrenchment without removing shareholders' voting rights.
