Gulf

No new circulars, consultations or rule changes dated 14–16 October from Saudi CMA/Tadawul, DFSA, ADGM/FSRA, UAE SCA, Qatar QFMA/QSE, Kuwait CMA/Boursa Kuwait, Bahrain CBB/Bourse, or from SAMA, CBUAE, QCB and Kuwait's central bank. Checked via targeted dated search (direct fetches to cma.gov.sa, dfsa.ae, adgm.com and uaecma.gov.ae were not reachable this run — a failed check, not evidence of quiet). Still open, unchanged: the CMA's algorithmic-trading-restrictions consultation (comments due 24 October, proposing a 20-orders-per-executed-trade cap outside the "Very High Liquidity" category); the CMA's other three open consultations (earnings calls, offshore dealing, IPO book-building/underwriting); DFSA's CP174 (closed 24 Aug, outcome not yet found); ADGM/FSRA Consultation Paper No. 6 of 2026 (Fees Rules, open to 6 November). No closure or outcome found for any of these.

Israel

No new ISA, TASE or Bank of Israel rulemaking items dated 14–16 October. The ISA's draft directive on one-off investment advice/"restricted assets" had its comment window close 13 October; a dated search for a finalisation notice or Reshumot (Official Gazette) publication since then found none, so there is no material update to report. No new Bank of Israel Banking Supervision Department draft directives were found beyond the already-finalised Directive No. 490 on the supervisory framework for small and new banks.

Africa

No new items from South Africa FSCA/JSE/SARB, Egypt FRA/EGX/CBE, Nigeria SEC/NGX/CBN, Kenya CMA/NSE/CBK or Morocco AMMC/Bank Al-Maghrib dated 14–16 October. Checked individually, including a gazette and law-firm-tracker second pass: the JSE's proposed removal of diluted-HEPS disclosure (comment deadline closed 13 October, driven by IFRS 18) has no adoption notice or outcome yet; no new JSE Clear rule-amendment gazette notice was found; Egypt's Official Gazette turned up no new FRA framework; Nigeria's SEC National Capital Market Conference and NCMMP 2.0 launch remains scheduled for 19 October and has not yet occurred, and no new SEC or CBN circular was found; Kenya's draft National Payment System Policy and Bill 2026 (comment window closed 9 October) remains under government review, with no Cabinet approval or parliamentary tabling found.
