Saudi CMA consults on new investment-fund disclosure framework. An 18 October notice (CMA_N_4138) opens a 30-day consultation on amendments to the Investment Funds Regulations and Real Estate Investment Funds Regulations: disclosure duties would be consolidated into one section, annual/periodic reports would need to show dividend-source breakdowns, top-10 holdings and (for REITs) per-property revenue and sector splits, plus a benchmark performance analysis and risk assessment for public funds, with the Exchange's website as the mandatory primary disclosure channel. Comments close 17 November. CMA notice

Checked and otherwise quiet for 16–19 October: Saudi CMA's news feed (fully rendered) shows no other new circular in the window beyond routine fund/capital-raise approvals; its algorithmic-trading-restrictions consultation (20-orders-per-executed-trade cap) remains open, now five days from its 24 October close, with no outcome yet. DFSA's news page (dated) shows nothing new since a 15 October enforcement fine, which falls just outside this window; no DFSA policy statement has yet followed its 5 October CP174 feedback statement (already reported). ADGM's announcements page shows nothing new since 15 October. UAE CMA (the renamed SCA), Qatar's QFMA/QSE, Kuwait CMA/Boursa Kuwait and Bahrain's CBB/Bourse were checked via targeted dated search with nothing found for the window. No rulemaking found from SAMA, CBUAE, QCB or Kuwait's central bank — all checked via search, as their sites are unreadable direct.

Israel

No new ISA, TASE or Bank of Israel rulemaking items dated 16–19 October, checked via search and the Herzog/Barnea/Shibolet law-firm trackers (ISA's own site remains an empty shell). The ISA's draft directive on one-off advice/"restricted assets" (comment window closed 13 October) has no finalisation or Reshumot (Official Gazette) notice yet. No new Bank of Israel Banking Supervision Department draft beyond the already-finalised Directive No. 490 on small and new banks was found.

Africa

No new items from South Africa FSCA/JSE/SARB, Egypt FRA/EGX/CBE, Kenya CMA/NSE/CBK or Morocco AMMC/Bank Al-Maghrib dated 16–19 October, checked individually via dated search and Mondaq/gazette searches (none returned anything newer than August/September items already reported or stale). The JSE's proposed removal of diluted-HEPS disclosure (comment deadline closed 13 October) has no adoption notice yet; no new JSE Clear or FSCA Board Notice was found. Kenya's draft National Payment System Policy and Bill 2026 remains under government review post its 9 October comment close, with no Cabinet approval or parliamentary tabling found.

Nigeria SEC launches Capital Market Master Plan 2.0 at today's National Capital Market Conference. The SEC's 2026 National Capital Market Conference, held today in Abuja, included the official launch of the Nigerian Capital Market Master Plan 2.0 — a 10-year strategy document for market development — alongside a National Savings Scheme. This is a strategy launch rather than a specific rule change; no accompanying SEC rule or circular text has been located yet, and NGX/CBN issued nothing new in the window. SEC Nigeria
