SEBI's consultation paper on a full overhaul of the enforcement settlement mechanism closes for comment Friday. The 14 August paper proposes replacing the SEBI (Settlement Proceedings) Regulations, 2018 with new Settlement of Proceedings Regulations, 2026: a simpler, less discretionary formula for settlement amounts, disgorgement of wrongful gains calculated separately rather than folded into the base amount, removal of the additional 20% surcharge for multiple proceedings, lower charges for refiling withdrawn applications, and a route to seek settlement at the appellate stage before SAT and the Supreme Court. SEBI's own review found settlement amounts proposed in cases that did not settle averaged eight times the penalty eventually imposed; the changes aim to bring that closer to four times. RBI, IFSCA & other

RBI's 7-day VRRR auction draws bids for under a fifth of the notified amount, its weakest cover of the current run. Tuesday's 7-day Variable Rate Reverse Repo auction (notified ₹6,00,000 crore, for reversal on 8 September) drew and fully accepted just ₹1,14,320 crore at a 5.24% cut-off and weighted average rate — a sharper shortfall than the combined ~38% cover seen in Monday's 15-day and overnight rounds, and a sign banks are increasingly reluctant to lock surplus cash away at current rates. RBI has since notified a fresh overnight VRRR auction for today, 2 September, sized at ₹4,00,000 crore. RBI press releases
